The RIA Center (CRIA) is an institution specialized in assessing the governmental regulatory impact (RIA) on the private and public sector. The activities of the Center focus on three basic fields:
- methodological questions connected with RIA implementation in the Czech Republic and abroad,
- elaborating specific analyses of governmental regulatory impact and measuring the administrative burden,
- education in RIA field, focused on specific application and RIA implementation.
The RIA Center has realized analyses and education in this field. The RIA Center cooperates with experts from different spheres and institutions, e.g. prof. Ing. Jiřina Jílková, CSc. (the environment, economic policy), prof. Ing. František Ochrana, CSc. (efficiency in the public sector, CBA), prof. Ing. Juraj Nemec, CSc. (public sector management, public sector economics), Ing. Jan Pavel, Ph.D. (public commission efficiency and transparency, labour markets), Ing. Leoš Vítek, Ph.D. (administrative burden measurement, tax policy), Ing. Jan Šoun (RIA practice and the international context) and other specialists from the Czech Republic and other countries.
As a part of the Institute of Economic and Environmental Policy at the Faculty of Economics and Public Administration, University of Economics, Prague. The RIA Center and its collaborators have broad, long-term experiences with evaluating governmental policies and regulations in different sectors (the environment, private enterprises, tax policy, social policy, economic policy) and they have solved more than thirty internal and foreign projects.
Regulatory Impact Assessment (RIA) includes a system of methods leading towards a systematic assessment of the positive and negative impacts of proposed or already existing legal enactments in the economic, social and environmental sectors. It is also possible to evaluate the impact on different social and economic groups. The evaluation realized in the RIA process serves as a background for political decision-making, about the acceptance or refusal of a proposed enactment or for revaluating or overturning an existing enactment (more information).
