Project Objective:
  1. to create a proposal of unified policy and methodology for the central state administration’s needs for a cost-benefit evaluation of public programmes and projects whose costs and benefits are distributed over a longer time period,
  2. to evaluate the impacts of regulation for evaluating multiyear projects.
Brief Summary:
The project is focused on evaluating the regulatory impacts (RIA) on public projects and programmes. The main problem by RIA implementation is a cost-benefit analysis, especially in the case of projects realized by public administration. In the first part the project is concerned with different approaches on how to measure the benefits from public expenditure or regulatory projects and analyzes the problem of the social discount rate and the influence of inflation on long-term projects. The second part of the project concentrates on a framework for RIA implementation in central state administration in the Czech Republic.
